AFRICAN LEADERSHIP CONFERENCE (ALC)
REPORT OF THE PREPARATORY MEETING ON MARCH 30TH, 2018

Year two thousand and eighteen and on 30th March, from 10 : 15 Am to 5 : 30 pm at Hôtel Le Pelican, Lomé, the first preparatory meeting of the African Leadership Conference has took place/was held. It brought together 18 leaders from four French and English speaking countries namely Benin, Ivory Coast, Ghana and Togo. The list of the participants is attached to this present report.
The agenda of the meeting was centered on eight main points. (See working document)
After a sequence of intercessory prayer led by Mr. SABI Iyatan, 1st National Vice-President of the fellowship in Togo, Mr. d’ALMEIDA Nestor, National President of FGBMFI-TOGO gave his welcome address to the participants at the meeting and asked Mr. Casimir SODJINOU from Benin delegation to introduce the assistance into the presence of the Lord. Then Mr. Gratien de SOUZA, International Vice-President in charge of Conventions and Ambassador of International President was appointed to give the word of exhortation before the start of the meeting. He drew his message from the book of John chapter 6 verse 29 – 40 and said that he who was born again enjoy the word of God because he ate the bread of life which is Jesus-Christ. He continued that we must help those who are hungry for this bread to eat it. Without this vision, we cannot succeed in our mission. He ended by saying that this current meeting is not only for the ALC but also to think about how to give this bread to those who need it. So after the Conference, the Fellowship must occupy the whole Africa with the word of God. After the exhortation, he then raised his voice to pray and asked the assistance of the Holy Spirit.
After the adoption of the agenda of the meeting, it has been suggested that those points which was not included in the agenda should be postponed to the end.
The first point of the agenda was relative to the validation of the theme of the ALC 2nd edition. Talking about this subject the proposed themes was red and briefly commented by the defenders who brought down the merits of the themes. By the grace of God and through the leadership of the Holy Spirit, these two themes has been joined together to give the main theme which is “Unity in Love” ; and the basic verse is derived from the book of Psalms 133 : 1. The date selected for the Conference is from 16th to 19th May, 2018.

On the return of the break, Mr. BENTHO Kodjo, National Secretary of the Fellowship in Togo prayed for the continuity of the meeting. It is then the second point of the agenda was discussed. It dealt about the sharing of Ghanaian experiences about the organization of African Leadership Conference held in Ghana from 5th to 7th mars 2015.
Mr. Willie ORHIN, the head of the Ghana delegation and Regional Vice-President for West Africa English speaking countries and Cape Verde, took the floor to first inform the assistance that this Conference had taken place on the initiative of Ghana’s leaders and supported by the then International President, Mr. Richard SHAKARIAN. The strategy adopted for the success of this Conference was to set up two main/major committees : Conference Planning Committee (CPC) which exclusively comprised of the RVP who set the guidelines and took strategic decisions for the success of the Event ; and also an operational sub-committee called (CAC : Conference Action Committee) which was appointed to implement the decisions and give report to CPC.
On the technical side, invitation letters have been sent to diverse Nations, which must also contribute financially for the success of the Conference. Different nations were therefore expected and the problem of language arose.
The Ghana-FGBMFI President was the first person to finance the event. Chapters were asked to contribute as well as CPC members. The aim of that Conference is not only the leaders but the youth who will lead the Fellowship in the future. For this reason, the Conference was called the African Leadership Conference and not the Leaders Conference. It has been decided, due to the success of the meeting, to periodically organized it. Unfortunately it couldn’t continue. Mr. Willie ended his report by encouraging the participants, to focalize on God who provide above our expectation and not men, as it was the case of the first edition in Ghana which generated a lot of funds for the Fellowship in Ghana.
After diverse interventions about the matter, it should be noted that the main objectives of such a meeting are : reunification of all African leaders about the vision of FGBMFI, the positioning of Africa with one voice and the preparation of the new generation leadership of the Fellowship. Therefore it recommended that the current Conference should be the second edition of that held in Ghana. However the content of the program must be adequately elaborated.
The fifth point of the agenda, which dealt about the report of the progress of the preparations of the Local committee, gave opportunity to the Chairman of the committee, Mr. David AGBEKOH to expose, on the one hand the outlines of the works already done in the field. It was about material organization (Accommodation, Transport, the venue of the Conference …) and the rest of the works to be done, on the other. On this, it was recommended to send invitation letter to the non ECOWAS Nations for VISA formalities.
In order To make the visibility and the promotion of the enterprises during the Conference, it was recommended that the sponsors for the event be extended to the Nations. 04 sponsorship packs are selected:

– Silver Pack : 300 000 F CFA (600$ US)

It’s understood that, the Conference Planning Committee (CPC) provides the main guidelines for the Conference Action Committee (CAC) which is comprised of the Organizing Committee of the host country (TOGO) and all the Nations representatives chosen by the National President, executes them and in turn give account to CPC about the progress of the works. Therefore, it is recommended that communication platforms be created for these two entities.
The budget prepared by the Local Committee of Togo was presented to the participants who appreciated it. However, the wished the budget could be higher than what was submitted to them in the report and provide a growing amount for unexpected expenses in the budget so that the Conference should not result in either a debt or a little surplus for the budget of the hosting country. Also a strategy of receipt of funds must be specified as well as the deadline date.
Mr. Nestor d’ALMEIDA clarified the way the budget was done saying that at the beginning the budget was 58 000 000 F CFA and included the Accommodation and catering of two official delegates from each country. But due to the shortness of the time to mobilize the funds, the budget was reduced to 24 540 000 F CFA, having in mind that the Conference is only for the Leaders.
Furthermore, the Conference registration fees which is 10 000 F CFA, equivalent to 20$ has been proposed and adopted.
The Regional Vice President in charge of West Africa French speaking countries, M. AHUA Lucien raised a problem about the name given to the Conference : 2nd edition and said that if this Conference is the 2nd edition of the one that was held in Ghana in 2015, there must be a report of it. The Ghanaian delegation reply that it is not mention in their agenda that they will give report of the first edition of the Conference during this meeting but they promised to bring the report at the next meeting. However it may be available online before the next meeting on 1st May, 2018 which is the date appointed for the next inter-nations preparatory meeting.
Talking about the contribution of each nation for the event budget, it has been decided that the financial contribution of the Nations should be divided into three categories such as :
– Category A : 10 000$ and over
– Category B : 5 000$ and over

Category C : 1 000$ and over
Each country has to choose the category corresponding to its possibilities and make sure to send it.
Under the various points, the participants listened to a communication and two suggestions from Mr. Willie ORHIN. The communication related to the organization by Ghana from 22nd to 24th June, 2018 of a Youth Conference called « Africa Youth Festival ». This conference will be held in Ghana but is open to other countries. It will see the participation of young people coming from all the countries where the Full Gospel is implanted. Thus it was asked a time of 10 minutes to promote it during the Conference. The International President will present a short video on the organization of this youth movement in Costa Rica last year for its promotion in our countries.
The first suggestion is to find a time during the ALC to agree on what Africa will present at the next World Convention.
And the second suggestion was to decide during the ALC the periodicity of the organization of the next ALC and the Country that will host it.
He ended his intervention by urging all the participants at the meeting to promote this event in their various countries in order to cause mass participation.
At the end of the meeting, important decisions were taken and enclosed to this report: Resolutions and recommendations.
The remaining point on the agenda which was not discussed during the meeting was the elaboration of the ALC 2nd edition program. The Conference Action Committee has therefore been asked to proceed with it and send it to the CPC members in the coming days for amendments.

The agenda being exhausted, the meeting ended after a prayer said by Mr. Gratien de SOUZA. Thus the meeting was adjourned at 5: 30pm.
